The town of Celina's little downtown is a flashback to the 1920s.
Historic buildings like the old Nelson railroad hotel and the First State Bank haven't changed much in the last 100 years.
But just over the hill toward Dallas, it's easy to spot earth movers plowing up thousands of acres of farmland to make way for new residential rooftops.
During the last year, developers have announced plans for a half dozen major new home communities in Celina. Even more are on the way.
“I'm amazed with what's going on in Celina,” said Fred Balda, president of Hillwood Communities, which has three new residential neighborhoods in the works in Celina. “I'd buy more land if I could.

Dallas-based master-planned community developer — Hillwood Communities — has closed on six tracts of land totaling 345 acres that will add more than 1,000 new home lots to two existing communities in Collin and Denton counties.
The added home lots come at a time when new home construction has been hobbled because of limited homebuilder bandwidth, which includes rising material costs and labor shortages. With that, home prices have skyrocketed 43.3 percent in North Texas in the past five years.
“As North Texas continues to experience great success, we look forward to growing our Liberty and Union Park communities,” said Brian Carlock, senior vice president of acquisitions for the Dallas-based community development firm, in a statement.
“Expanding the footprint of our existing communities gives us the exciting opportunity to best serve growing hombuyers needs with a well-designed master planned community and a choice of high-demand amenities,” he added.

Master-Planned Development will deliver
high-quality housing, economic growth
DALLAS – Hillwood Communities, a Perot company, will host the groundbreaking of the Lilyana property at 9 a.m. Thursday, July 28, 2016 kicking off what will be the newest master-planned development in Celina, Texas.
Celina Mayor Sean Terry and Hillwood Communities executives – including President Fred Balda and SVP Elaine Ford – will be available for interviews and photos at the event.
The 400-acre tract at the northeast corner of FM 1461 (Frontier Parkway) and Coit Road, in Celina, is approximately 10 miles north of Frisco and the area known as the $5 Billion Mile. Hillwood acquired the land from the Wells family (owners of the property since before the Civil War) in 2015.
The $500 million project will entail a master-planned community of 1,250 single-family homes featuring resort-style amenities and a linear park with an amenity center including a resort style pool, pavilion and outdoor kitchen. It will also include 63 acres of green space with multiple community parks and several miles of trails. The new community will be served by Prosper ISD.
The first phase of homes will be completed in Spring 2017. The transaction of the land was conducted between Hillwood Communities and the Wells sisters, Marianne Wells, Katherine Wells Power, Nancy Wells Warder and Sarah Wells Macias.
“The aesthetics with which our property would be developed was of utmost importance to us,” said Marianne Wells. “We felt a responsibility to the community and wanted to partner with someone who is sensitive to the features of the land in its natural state and to its history. That is why we chose Hillwood.”
The new community will be built using Hillwood’s LiveSmart principles: Sense of Community, Technology, Healthy Living, Environmental Stewardship and Education & Enrichment.
“Celina is a booming city in North Dallas, and we are excited to partner with them and local vendors to bring jobs, businesses along with more residents here,” said Elaine Ford, senior vice president, Hillwood Communities. “The ground breaking of Lilyana is an exciting step for us and we look forward to begin the development of a first class community for potential residents.”
The expected price of homes will average at high $300,000s and the builders are Highland Homes, David Weekley Homes, CalAtlantic Homes and American Legend Homes.

The Partnership Plans to Develop 350 lots in a Two-Phased Development
DALLAS – July 21, 2016 – Hillwood Communities, a Perot company that specializes in creating master planned developments, announced today a joint venture with Dallas-based real estate development firm Wynne/Jackson. The newly formed venture acquired 119 acres in Celina, Texas, which has preliminary plat approval for development into a maximum of 350 single-family residential lots.
Wynne/Jackson began studying the area in 2014, focusing on this particular submarket because of its location in the path of growth in Celina and within Celina ISD. The appealing location between Preston Road and the Dallas North Tollway is one of the key factors that makes this tract ideal for a housing community.
The property was purchased from the Glendenning Family, who emigrated from Scotland to Texas in 1887. Tom Glendenning settled and farmed in Celina with his son, Don Glendenning, continuing the farming operation. The property has been held through three generations and the project is to be named “Glen Crossing” as a way to honor the Glendenning Family and their ongoing Celina/Collin County heritage.
Zoning of the property with the city was completed in February 2015, a Public Improvement District was created in April 2016 and the city of Celina approved the land as a tax increment reinvestment zone on June 14, 2016. The start of construction is planned for September 2016 and homes will be priced between $350K and $425K.
Two of the largest privately owned homebuilders in Texas, Horizon Homes and Perry Homes, will be the homebuilders in the project.
This is the first joint venture between Hillwood and Wynne/Jackson.
“Wynne/Jackson has been a top residential lot developer in the DFW market for years, and their expertise in this product type coupled with their ability to position the property in a manner that greatly reduced our market and entitlement risk proved to be the deciding factor in our participation in this opportunity,” said Fred Balda, president of Hillwood Communities. “We believe in the strength of the DFW market, which is why we join hands with experienced groups like Wynne/Jackson. We look forward to more partnerships like this in Dallas where we can leverage the expertise of our partners.
Clyde C. Jackson, chairman and chief executive officer of Wynne/Jackson, Inc. said, “We have known Ross Perot, Fred Balda and others in the Hillwood organization for many years. Their expertise in master planned community development is unmatched. The opportunity to partner with Hillwood brings together our experience with their expertise and we believe that will produce a superior community for Celina and for our future residents.”

The partnership will deliver two high-quality, ADA-accessible homes,
including financial, family and emergency support to local veterans
DALLAS – In celebration of Independence Day and the service of America’s veterans, Hillwood Communities, a Perot company, is announcing its partnership with builders, David Weekley and Highland Homes, and the non-profit organization Building Homes for Heroes to provide homes and family support for two wounded veterans.
Hillwood donated land in its Harvest Community, a master planned development in Argyle. The builders began construction in June and expect the project will be completed in January 2017.
Hillwood chose to partner with Building Homes for Heroes, one of the fastest growing and most efficiently run veterans’ charities in the nation, because of the organization’s extensive outreach and programs offered to wounded veterans. The organization provides them with financial, family and emergency support in addition to mortgage-free housing.
One of the home recipients is Randy Nantz and his family, who currently live in Tehama Ridge in Fort Worth. At the age of 33, Nantz joined the Army immediately after the Sept. 11, 2001 terrorist attacks. He was honored as the oldest Green Beret four years later.
“I looked at the neighborhood and I don’t have any words to describe how I feel,” said Randy. “We moved several times during my time in the military and I hope that this will be the last. Thank you to Building Homes for Heroes and all the other folks involved in making this happen. I’m very grateful.”
“It is a great privilege and an honor to be able to serve these veterans and their families,” said Angie Mastrocola, senior vice president, Hillwood Communities. “This is a small contribution to families who were ready to give up their livelihoods to protect us.”
Founder and CEO of Building Homes for Heroes Andy Pujol said, “With more than 1.5 million veterans, Texas has the second largest number of veterans in the country. We feel compelled to give back to those who so selflessly and courageously defend our country and returned home severely injured, and privileged to partner with Hillwood to create a life-changing opportunity and hope for a better future for veterans in the Harvest Community.”
More than 5,000 veterans have applied to receive a home through Building Homes for Heroes. The organization plans to complete construction of 50 homes in 2016 across the country and hopes to gift one mortgage-free home every 10 days. The organization is generously supported by many corporations, including Chase Bank, Advance Auto Parts, The Home Depot Foundation and Lowe’s.
Additional partners for the project include David Weekley Homes, Highland Homes and their vendors.
